המועצה לשימור מבנים ואתרי התיישבות, כפי שנקראנו בתחילת הדרך, הוקמה בשנת 1984 על ידי החברה להגנת הטבע בהתאם להחלטת ועדת החינוך של הכנסת. העילה להקמת המועצה הייתה הרס של מבנים ואתרים היסטוריים, מאחר שחוק העתיקות דאז חל רק על כאלה שנבנו לפני שנת 1700.
