吉林省残疾人联合会成立于1989年。吉林省残疾人联合会为归口省政府管理，参照《国家公务员法》管理独立开展工作、计划单列的正厅级单位。是中国残疾人联合会的地方组织。与政府各部门和市（州）、县（市、区）政府直接建立业务关系。具有代表残疾人合法权益；团结教育残疾人，为残疾人服务；履行政府赋予的管理和发展残疾人事业的职能。遵照《中国残疾人联合会章程》规定，吉林省残疾人联合会设主席团和执行理事会。主席团为决策、权力机构；执行理事会为残联常设执行机构，负责残联的日常工作。吉林省残疾人联合会下设8个正处级部室，即：办公室、维权部、组织联络人事部、康复部、教育就业部、宣传文化部、体育部和机关党委。
