1995年4月7日公布『228事件處理及補償條例』。同年12月行政院成立『財團法人228事件紀念基金會』，秉持物質補償與精神撫慰並濟之原則，受理228補償申請、核發補償金。此外，更積極透過舉辦各種紀念活動、回復受難者名譽、真相調查與實地訪察等事宜，以撫慰受難者及家屬之心靈創痛，促進台灣社會查明與瞭解真相，以落實平反，歸還台灣社會公平與正義，帶來真正寬恕與永久和諧。
