李登輝前總統為了持續推動他過去所致力的民主化、本土化改革，於2001年12月間號召台灣社會有志之士成立「群策會」，盼藉此凝聚並發揮民間力量，深化台灣民主、提昇台灣主體意識。海內外台灣人菁英、有志之士、領導人才、青年領袖，除敦請李前總統創組「群策會」，為台灣國家前途打拼，群策群力之意，並與李登輝之友會共同設立以「李登輝學校」為名之社教政經講座，結合產官學界濟濟多士，編撰教材、企畫活動，以啟發社會風潮，建構台灣政治、社會、文化、教育與經濟發展之本土化工程，永續國家發展，邁向國際。此乃為「李登輝學校」設校宗旨。為深化民主價值，並促進民主政治良性發展，籌組「李登輝民主協會」，期能深化「民主先生」影響力，進而鞏固臺灣民主政治，並強化臺灣與國際社會交流，貢獻珍貴民主經驗。
